Highlands has flourished in the wake of the Covid-19 Epidemic. Our property values have nearly doubled from $737 million in 2020 to $1.349 billion in 2025. This year we will see the 6th year in a row where tax rates will lower or remain steady. I want to continue to work on our open spaces and infrastructure upgrades throughout our Borough. I want to involve more residents and businesses in the process. The Council, our staff and volunteer organizations are hungry to do more for Highlands, and so am I. Once again, I am asking you for your vote for Mayor so I can keep Highlands moving forward.
Since I first started as Mayor, we have made over $32 million dollars of upgrades to infrastructure and open spaces fueled with over $14 million dollars in grants and other funding sources. Over the course of my tenure, I’ve honored my commitment to stepping up our game for communication, openness, inclusion and respect. The Borough website is updated nearly daily, and we have embraced the use of social media through Facebook, Instagram and Twitter to boost our message.
In terms of infrastructure and parks projects, the last 3 years have been very busy. These projects include:
- Completed North St pump electric mitigation improvements.
- County completed the Kerry E. McEntee Gowan Off-Leash Dog Run at Popamora Point.
- Completed new platform to Marine Place on the Snug Harbor side.
- Completed upgrades to Huddy and Veteran’s Parks playground areas.
- Completed reconstruction of South Bay Avenue.
- Completed reconstruction of King & Matthews Streets.
- Completed the Area of Redevelopment process for Bay Ave.
- Completed the new Municipal Building, 10 years after Sandy.
- Reinstated our Buildings & Housing Department.
- Reinstated our Municipal Court.
- Completed Waterwitch Pump upgrades and installed backup generator.
- Continued implementing stormwater projects from the 2021 Flood Mitigation Resiliency Plan.
- Completed Landscape Architect’s holistic design for resilient flora on all Borough properties.
- Completed new skate park, basketball and tennis courts at Snug Harbor.
- Completed upgrades to Gertrude Ederle Park.
- Completed Phase 1 of the Sanitary Sewer project including paving Bay Ave for the first time in 27 years.
- Completed curb & sidewalk replacement on Linden Ave for the first time in over 50 years.
- Completed Updates to Veterans Park.
- Continued Updates to Marie Ave & Bayside Drive.
- Completed Veterans Park Living Shorelines design & permitting approved by DEP.
- Completed the Asset Activation Planning Study 100% paid for by the NJ Economic Development Authority grant for major updates to the James T. White Clam Plant.
- Completed Portland Road Drainage – Stormwater improvements, DOT grant $261,900. Awarded 10/6.
- Completed Jones Creek Dredging.
- Completed Shore Drive Pedestrian Safety Improvements – Sidewalks from Waterwitch to Willow. DOT $284k
- Completed Washington Avenue Paving – Mill & pave of Washington Ave from Marine Pl. to Cheerful Pl.
